THE CONCEPT OF POLICY STATEMENT

The essence and the content of the document depends on the policy of the country you represent
Try to find groups (or countries) of interest in solving or not solving this problem
Pay attention to the speeches of the governmental officials about the problem, judicial and juristic documents (both national and international) connected with the stated problem
Use information about the facts and the events (in which your country involved) connected with the problem as an example of awareness
The position of your country regarding to another countries may depends not only on the one fact but the background of the problem, economic and geopolitical interests and affiliation to certain economic and military blocks (NATO, EU etc.) and diplomatic relations as well.
A document that briefly and clearly explains how your country views a certain problem, its policy, what previous experience of dealing with that sort of problems was, and what solutions your country is willing to offer.

Question: Assessing the possible environmental impact of the Nord Stream 2 construction

A FEW BACKGROUND INFORMATION
Why is the Russian Federation building the Nord Stream 2?
What are the main countries which are interested in building this pipeline route?
What other European countries do produce gas?
What nations are not going to support this project?

INTRODUCTION
The Russian Federation as the main construction-leader country of the Nord Stream 2 is deeply alarmed by the environmental condition of the Baltic Sea. Our nation completely believe that the future the European region environment (especially the Northern Europe) depends on the Baltic Sea which is suffered from oil and possible toxic pollution from factories and different liners, ships etc. In addition, the Baltic Sea was one of the main trade seas for centuries that means the greater human influence on this biosphere. Bearing in mind these facts, Russian Federation is interested in building only ecologically safe pipeline route.

MAIN PART
In this case, the Russian Federation has engaged the expert commission for state environmental expert review (SEER) under the Russian Federal Service for Supervision of Natural Resource Use (RosPrirodNadzor) issued a positive conclusion on the project documentation for the Nord Stream 2 Pipeline in Russia. The expert commission concluded that implementation of the project in Russia is feasible and compliant with Russian environmental requirements. (According to https://www.nord-stream2.com/)
Moreover, Nord Stream 2 AG, the developer of a pipeline to supply Russian natural gas to the EU market through the Baltic Sea, submitted the environmental impact assessment (EIA)1 report and project documentation to RosPrirodNadzor in November 2017 for state environmental expert review, which adopted the material recommendation construction under the control of EIA.

POSSIBLE SOLUTIONS
The continuation of construction under the control of the organization, as well as taking into account existing environmental agreements and recommendations;
Provision stable gas supplies for other available pipeline routes in accordance with existing gas agreements between countries such as but not limited to:
Ukraine,
Latvia
Estonia
Lithuania etc.
