The Germans plan was to pull the British navy attention to

the south of the country by attacking it: by the plan, they should be slowed down by mines and U-boats placed at the eastern cost of Great Britain. But they can not do that because of the bad weather.
At the same time the Hippers fleet was plaining the role of a bait at the east of North Sea: small part of a British navy should go there by plan and be destroyed by the united forces of German navy.
Fail of the revulsive part of the plan add to interception of German naval communications lead to the big battle instead of fast destroying part of the British navy.
