THE LEGISLATIVE ASSEMBLY OF ST. PETERSBURG
-the representative body of state power of subjects of the Russian Federation, the federal city of St. Petersburg. Along with the Administration of St. Petersburg and the judicial authorities of St. Petersburg Legislative Assembly included in the system of public authorities, based on the Constitution of the Russian Federation, the principles of democracy, separation of powers, independence of the branches of power and the division of powers between the state authorities of the Russian Federation and St. Petersburg. It is a permanent supreme and sole legislative body of the government of St. Petersburg.

Structurally, the Legislative Assembly consists of two standing committees, seven standing committees and working bodies of the Legislative Assembly.

THE AUTHORITY
The powers of the Legislative Assembly include:
• Legislative activity (under the authority of federal subject), including - the right of the federal legislative initiatives.
• Adoption of the budget of the city,
• Approval of the structure of the Government,
• Adoption of programs and plans for socio-economic development of St. Petersburg,
• Establishment of the amount of taxes, fees and other payments to the city budget,
• approval of the nomination of the governor of St. Petersburg, presented by the President of the Russian,
• The election of the representative of the Legislative Assembly of the Council of Federation of Federal Assembly of the Russian Federation,
• The election of the Commissioner for Human Rights in St. Petersburg,
• Assigning an honorary citizen of St. Petersburg.

CHAIRMAN OF THE MEETING

The Chairman of the Meeting shall:
It represents the Assembly in relations with the authorities of the Russian Federation and bodies of state power of subjects of the Russian Federation, local authorities in St. Petersburg and other Russian and foreign bodies and organizations;
convene meetings of the Assembly shall inform the deputies and the population of St. Petersburg, the time and place of the meeting and the draft agenda of the Assembly;
organize the work of the Assembly;
organizes the preparatory process for the preparation of meetings of the Assembly and the issues under consideration by the Assembly;
Assembly is meeting in accordance with the Regulations of the Assembly sessions and other legal acts of the Meeting;
signs legal acts of the Assembly;
coordinates the activities of the Assembly;
It gives orders to the bodies and individual MPs

directs the Office of the Assembly.

ELECTIONS
Assembly deputies elected by the inhabitants of St. Petersburg, which are the voters in accordance with the legislation of the Russian Federation and the legislation of St. Petersburg, on the basis of universal, equal and direct suffrage by secret ballot.
Assembly consists of 50 deputies elected for 5 years. The order of organization and holding of elections to the Assembly established by the Law of St. Petersburg on the election of deputies of the Assembly. The last election was December 4, 2011.
